You can do this in order to switch Docker daemon, as elevated user:

With Powershell:

Open Powershell as administrator
Launch command: & 'C:\Program Files\Docker\Docker\DockerCli.exe' -SwitchDaemon
OR, with cmd:

Open cmd as administrator
Launch command: "C:\Program Files\Docker\Docker\DockerCli.exe" -SwitchDaemon
