1.First go to windows firewall and open the port's you want to run the service
2.When you done with windows firewall you need to log on your router admin panel
there you will need to find Port forwarding on every different router branch the menu
is different so you will need to find Port forwarding and there you will need to put
your pc ip that will run the service and the port that you use,next you have to enable dmz 
if you wan't other pc on the network to join.(if it run just local you don't need to enable dmz)
You are ready to go.
