Decimal#scaleb() : scaleb()是一个 Decimal 类方法，它在将第二个值添加到其 exp 后返回第一个操作数。

Syntax: Decimal.scaleb()

Parameter: Decimal values

Return: the first operand after adding the second value its exp.
