As of now Excel Online only allows you to choose from six default
formatting styles when doing conditional formatting. However,
if you open the file in the desktop application ("Open in Desktop App"),
you can do conditional formatting with the full level of customisation
and that should carry over to Excel Online assuming you were acting on the
same file in the cloud.
